Low Cost Housing for Locals
Affordable housing is a priority that we as a group have been working to create for many years.
More recent moves by Government and Councils make this a real possibility and to this end the Delabole Development Group in association with the Camelford and Delabole Community Development Trust are intending to set up a Community Land Trust.
This would provide houses for local people at an affordable price, currently £85,000 for a 2 bedroom and £100,000 for a 3 bed. There will be some conditions on purchase and resale to enable the houses to be kept available for local buyers.
There is also a possibility that a partial self build option may be available. This would involve all the work after the timber frame, roof and windows which could provide a considerable saving on the built price.

We would like to let you know that we are hoping to have in place by the summer some other pieces of wooden trail Blazing equipment to join the existing wooden pieces together. We are also working towards a Fun Ball Game and some other items to finish off the main play area.
After we have done this we will be looking at an area for the teens of the village. This will take some time and approximately £45,000.00.
We are looking at doing some sort of sponsored swim to raise funds, maybe in teams so that all ages and abilities can join in. For this we need to know if there is enough interest, as we will need to hire a pool at some expense. It will probably be one Sunday afternoon in the summer holidays, if you are interested in taking part and you can swim at least one length of the pool could you please contact. Mrs Sharon Burnard or Miss Kelly Gardiner.

The Christmas bingo raised £275.70.So thank you to all those who continue to support us through our bingos. A very special thank you to the Poldark Inn, Les Cory for calling, Maureen Roberts for helping, Gwen and Sandra for selling raffle tickets and everyone who donated prizes.

We now have the go ahead to purchase a climbing frame for the older children which we hope to get installed as soon as possible.
We are still working very hard to provide interesting, fun and educational equipment in our lovely village park, so please continue to support us.
We would like to inform you all of some good news. An award scheme was held by Cornwall County Playing Fields Association and out of 31 parks we have won 1st prize, largely influenced by our hard work and achievements so far, winning £5,000.
The prize will be presented to two members of the park project on May the 8th at Lanhydrock golf club by Lady Mary Holborow, Lord Lieutenant of Cornwall.
Thank you to the Carnival Committee for their generous donation towards some new trail blaze equipment.

Delabole Development Group in partnership with St Teath Parish Council and North Cornwall District Council who funded the project, with a contribution also from the Carnival Committee would like to thank The Delabole Slate Quarry for supplying slate for the roof,
and local contractor Mike Irwin for the splendid work he has done on restoring the
Old Village Pump at Pengellyto its former glory.
Delabole Children's Centre
Playaround Toy Library is now open at the Delabole Children's Centre. On WEDNESDAY December 6th and 13th there will be a Stay and Play session from 10.30-11.30 am when parents and carers with children aged under 5 years can come and play with the toys and see what the library has to offer. The toy library will stay open until 12 noon.
Everyone is welcome to come and play with no obligation to join the toy library. Should you wish to join, membership is just £6 per year per family and members can borrow two toys at a time plus books. They also can book our special party packs of up to 6 large play items (e.g. slide, pop up tents, large rockers etc) for £7. Normal loans are for two weeks but we don't charge fines if they are returned late!
If successful, it is hoped to run the Stay and Play sessions again in the New Year. We look forward to playing with you!

Play Equipment Officially Opened
The Park Project Team of the Delabole Development Group are pleased to announce that the new play equipment was officially opened by Mrs Pat Molloy Chairperson of the Parish Council
at 10.30am on Wednesday 2nd August.
There was a very good attendance of children and parents for the opening as the
photographs show.
At the last meeting of the Development Group the possibility of providing low cost homes for local first time buyers was discussed.
Mark Goodman of the Market and Coastal Towns Association was invited to the meeting and had some very positive comments on the project and talked about ways that he could help.
The land identified for the possible site is at The Sidings. This piece of land was originally earmarked for workshop units, This seems no longer a possibility due to the close proximity of residential building, so appears to be the ideal location for the project.
It must be stressed that the homes are intended for first time local buyers. It is also intended that a covenant be placed on the houses so that should an owner wish to move on, vast profits would not be made as it is intended to keep the homes for local first time buyers in perpetuity.

Park Project Play Equipment
Kelly Gardiner reports that there have been technical problems with some of the
play equipment but it is hoped to have some in use for the carnival week.

Public Meeting
A public meeting was called by the Parish Council on Monday 1st August 2005 to discuss the proposed SureStart center for Delabole the majority were unanimously in favour, of the proposed plan for the playing field site. Some spoke vehemently against siting the building in the playing fields but were in favour of a SureStart building.
It was explained that alternate sites had been investigated but had for one reason or another been found wanting.
Following the public meeting the Parish Council met and the submitted plans were discussed and were passed with a majority vote to be submitted to North Cornwall District Council for their consideration.

A Delabole Development Group Meeting was held on Monday
24th January with the Parish Council, Landowners and representatives
of Youth organisations, in an effort to determine the way forward for
the infrastructure of the center of the village.
The Delabole Development Group is in favour of grouping
the Medical Centre, Sure Start, Recreation/Sports/Village Hall and Car
Parking in one building Spread over time as funds will have to be
sought, near the shops at the western end of the Playing/Fair field,
with the much hoped for
co-operation of the landowner. The Parish Council had said they favoured
the Sure Start Centre to be built in the Jubilee Garden at the Eastern
end of the field.
There were discussions about the placement of the Sure
Start CentreThis needs urgent action as it is believed it has to
be started by March 2005, and it's relationship to a Recreation
building and Medical Centre as well as the much needed car parking which
returned 91% of the
vote in the village survey near the shops at the top of Pengelly.
Kelly Gardiner reported that she had purchased £10,000
worth of play equipment to erect in the field and needs to know where
it can be placed.
The Parish Council informed the meeting that they would
be meeting in 3 weeks time and would give a decision then regarding
whether to allow construction of the Sure Start Centre at the eastern
or western end of the field. Also explaining that this would have to
be also passed by North Cornwall District Council.
A site meeting was held on the site of Kellands in the
center of Delabole today to hear a planning proposal for 31 houses to
be built on the site.
It is understood that at least 9 of these will be for First Time Buyers
and the price will reflect this.
The Delabole Development Group supports Paul Mitchell in this venture,
and we would point readers to the recently built housing at St Teath,
also by Paul Mitchell, which has been eagerly occupied.
News
The Group
met on Monday 28th June and welcomed David
Miller Chairman of the Blisland Community Association Ltd, who gave
us a presentation on the story so far of the difficulties and help that
they have encountered on their way towards a village shop/post office/meeting
center. It has been for Blisland a hard slog but they have kept going
and now seem hopeful of getting bricks on the ground.
David gave us some very useful pointers
for contacts and funding and ways to take our vision of the Delabole
Multi Use Centre forward. Constructive views are welcomed by the group
and you are welcome to attend the meetings.

Multi use Centre
Over the past few months the Development Group have held meetings with
representatives from Sure Start and the Primary Healthcare Trust regarding
the multi-purpose building for the Playing Field. Sure Start have decided
that the Playing Field offered the best site for their building, subject
to planning, and the Group recognises the need for a medical centre,
so it seemed sensible to combine the facilities in one building, each
with its own rooms.
As a result, at least two of the medical practices have expressed an
interest in working from a medical centre. Sure Start has funding available
now and a new private/ public-funding partnership soon to be set up
in Cornwall will be approached for funding the medical centre. This
will be phase one of the plan, together with establishing the children's
play area and the youngsters skate board park.
It is hoped that these sources of funding can be used as part of the
'match funding' required for the sports and social building which was
originally conceived. This will be phase two of the plan. The next joint
meeting will be held with interested architects at a date to be decided
by them. The Development Group meets at the school at 7pm on the second
and fourth Monday of each month. You are welcome to attend.
Affordable Housing
The Delabole questionnaire and the Michaelmas Fair consultations identified
the provision of affordable housing for local people as a high priority
need. The Group is seeking an available site which could be developed
in this way, maybe using planning extension status which could be available,
but only in the short term.This would be managed as a 'not for profit'
venture.
Community Plan
The Trust (CDCDT) has produced a draft community development plan for
the area. This will be distributed to local councils shortly. The area
covers the catchment area for Sir James Smith's School and has been
named, for the purpose of the document, Camelot Country. The plan will
form the basis for future action in the area: it will be revised and
developed in the coming years to reflect the needs of the community.
The vision of the plan is 'to create an economically, socially and environmentally
sustainable community'. It therefore reflects the local requirements
identified in the Delabole questionnaire.
Community Composting
The group visited the Community Composting site in Bodmin. This serves
the community gardens and produces composted waste, which is given back
to the gardener. with good results.
Maybe we could set up such a scheme at the Delabole allotments and at
the same time encourage better use of some of the plots. We would be
interested in providing water to the site. Are all allotment holders
aware that they can erect sheds on their plots? Would anyone be Interested
in taking a vacant plot and maybe showing youngsters how to produce
healthy food, and even selling the produce? - over to you!

Traffic.
Glenton Brown, County Councillor and Robert Constance, County Highways,
attended our last meeting to give an update on the plans to deal with
the various traffic problems in the village. It now appears that recommendations
will go forward in June with specific reference to safety at Pengelly
and Medrose junctions and parking in the High Street. Mr Constance recognised
the need to slow traffic speed in Westdowns Road but traffic calming
options are limited by cash restraints. However there may be white lining
measures which could help.
This group has been actively pursuing these traffic management schemes
since its inception; we are disappointed that the expected consultation
date has been set back by several months but we are confident that the
Highways Authority recognises our problems and will soon submit their
plans for consultation by the residents.
Michaelmas
Fair.
The data collected at the Michaelmas Fair during the Planning for Real
exercise has been ranked accordingly to the more popular issues raised
by the 800 members of the public who attended. These will now be put
In order of priority by the members of the Delabole Development Group,
the Camelford Town Forum and representatives from the various funding
agencies. The results will be presented as a Draft Strategic Plan for
the area at an all day event at the Gaia Centre on Saturday 24m May
from 10am - 6om, This will be everyone's opportunity to comment on,
pull to pieces, add to and BECOME INVOLVED in the planning for the future
of this area, centred on Delabole and Camelford. The full plan will
then be published at the second Michaelmas Fair in September. We shall
be holding a barbeque and providing musical entertainment so please
gather up your friends and neighbours and join in. If you need transport

Enhancement.
Now that the daffodils have faded, we need, in conjunction with the
Horticultural Society, to concentrate on further planting schemes. We
have obtained a licence to plant from Highways and we have to map the
area where we wish to put plants or shrubs or establish beds or containers.

The
Delabole Development Group
and
It's relationship to the
Camelford
and Delabole Community Development Trust
The Camelford & Delabole Community Development Trust implements
and monitors regeneration projects for the area defined by the Camelford
& Delabole Market & Coastal Towns Initiative comprising thirteen
parishes located in the geographical centre of the North Cornwall District.
Camelford & Delabole have an industrial and agricultural history.
With the rapid technological developments currently taking place, the
increase in funds available for regeneration in rural areas and the
emphasis on *bottomup' development, the community is taking steps to
regenerate the area based on core principles of a Green centre of excellence
and working communities. The opening of the Gaia Energy Centre in August
2001 has provided the flagship for this new vision.
Residents are addressing their circumstances by building on their own
resources and developing a vision for the future. To this end, the Camelford
and Delabole Community Development Trust (CDCDT) was established as
a company limited by guarantee in June 2001. Its work is to carry out
regeneration projects on behalf of the Camelford Town Forum and the
Delabole Development Group, both of which are representational, constituted,
regeneration organisations.
Project Development
Projects at the moment include:- Youth Facilities, Delabole to Camelford
foot/cycle/bridleway, Hydrogen bus, low energy housing, bio-diesel development,
Credit Union facility. Community waste and composting, wood fuel heating

Planning
for Real.
Since the last report, the results of the Planning for Real exercise
have been analysed and because some themes predominated, the Development
Trust has decided that there has been enough initial local support to
enable them to move some projects forward.
The top issue was availability of local produce in the area. Accordingly
a meeting was organised by the Trust to explore the potential for local
food production and supply. Traders and caterers in Delabole and Camelford
have been contacted and have responded positively to the initiative.
A second meeting Is to be held on 17th February.
Michaelmas Fair 2003.
The Gaia centre has been booked for the last weekend in September. Any
suggestions as to events and exhibitions you would like to see there
will be welcome.
West Downs Triangle.
We are waiting for County Highways to tell us what kind of landscaping
or planting schemes may be undertaken on this site.
Traffic Congestion.
Mr Robert Constance has informed the Parish Council that some elements
of the scheme put forward by the Development Group are going to be implemented.
Multi-use Path.
In line with the results of the Delabole Questionnaire, the Group is
wanting to ensure that the off road route linking Delabole to Camelford
via Trevia, should be available for use by walkers, cyclists and horse
riders.
The DDG are actively seeking more members of the community of all ages.
We meet on the first Monday of each month at Delabole School at 7.00pm.

Displays
at the Michaelmas Fair

Brian
Pilkington has joined the group, he is working toward the planning of
an affordable and sustainable housing development in the area. He is
pursuing the availability of grant funding towards such a project.
Peter
Beal, the consultant employed to research a route for a multi-use path
linking Camelford to Delabole, has made an interim report. He has found
that an off-road route from Enfield Park Camelford to Camelford Station
will not be possible until the route of the distributor road has been
decided. From Camelford Station to the Quarry, however. an off road
route is very possible. The group has suggested that Mr. Beal should
investigate the route from Lakefield to Trevia as phase 1 of the project,
with the Camelford link to be reconsidered in the future. as phase 2.
The
feasibility study into the hydrogen bus service linking Delabole, Camelford
and the surrounding villages is in progress. The proposed route will
be on display on a model of the area at the Michaelmas Fair. Transport
to the Fair is being arranged. Details will be published in the local
press and displayed on posters. Please support the Fair - its concept
evolved from meetings held by this group. Food produced locally will
be served and many entertainment's are planned.
ITS FUN AND ITS FREE - BE THERE
The group
normally meets twice a month, on the first Monday of the month we are
normally at the school at 7pm. Ideas are brought forward and progress
discussed. Simon Swale, the regeneration officer reports on the projects
in hand.
We were informed that Cornwall Rural Community Council had grants available
for supporting local projects. We applied for a grant to go towards
the cost of copying and mounting the collection of photographs and documents
being assembled by Brenda Burnard. This is already proving to be a valuable
and popular resource and an asset to the village. We were awarded a
grant of £500.00 and the group has improved this with a grant of £200.00
Brenda would be pleased to receive further material for this collection.
All originals are returned.
Daffodil Planting
On
Saturday the 20th of October 2001. Members of the Group, friends and
family were to be seen on the approaches and roads in the village busily
planting daffodil bulbs as part of the plans to brighten our village.
We know it's never going to be the prettyest village in Cornwall but
we can go some way to making it look cared for. The bulbs were bought
following the successful bid to Britain in Bloom as reported below.
The helpers were to many to mention all the names, Well done to everyone
involved.

Group
Update Bude.
Camelford and Delabole all made successful bids to Briton in Bloom.
Delabole was awarded £350. This will be spent on bulbs and shrubs, which
will be planted in several areas in the village.
Two members of the group attended a meeting at which the processes involved
in making application for lottery funding were explained. The main criteria
for a project to be eligible for consideration for a grant are:- the
project must "meet the needs of the disadvantaged" and "improve the
quality of life for people in the area". We are sending two representatives
on a two day course aimed at explaining the workings of Objective 1
funding. This can apparently be a complicated process and we are pleased
to have the opportunity to learn how we might apply should any of out
projects be within the guidelines of this particular funding.
Thanks to several people who spent a great deal of time helping to collate
the results of the questionnaire, the initial results are being processed.
639 of the questionnaires were returned. We are assured by those involved
in "information gathering" that this is an extremely high percentage.
The results will therefor carry a lot of weight when we apply to other
agencies and authorities for permission and funding for the ideas which
have found favour with the villagers.
There was considerable support for evening classes and adult education
and this is already being pursued by a meeting with "Link into Learning"
representatives. The idea of an off road cycle trail was also extremely
popular. and together with Camelford we are actively researching routes.
